மலையக மக்களின் மறுவாழ்விற்கான சேவை – ஒரு தொகுப்பு
டித்வா புயலின் தாக்கத்தையடுத்து மலையக மக்களின் மறுவாழ்விற்கான சேவையாக எமது விவேகானந்த சமுதாய அறக்கட்டளையின் புலம்பெயர் உறவுகளின் பங்களிப்புடன் விவேகானந்த தொழில்நுட்பவியல் கல்லூரியும் இணைந்து எம்மால் இயன்ற பல்வேறு செயற்பாடுகளையும் முன்னெடுத்திருந்தோம். அதற்கான செயற்பாடுகளாக
- மாணவர்களுக்கான கற்றல் உபகரணங்கள் வழங்கிவைக்கப்பட்டது.
- பெண்களுக்கான சுகாதார பாவனை பொருட்கள் மற்றும் உள்ளாடைகள் என்பனவும் பெற்றுக் கொடுக்கப்பட்டது.
- வெள்ளம் மற்றும் மண் சரிவினால் பாதிக்கப்பட்டு தற்காலிகமாக முகாமில் தங்க வைக்கப்பட்ட எல்ல மற்றும் நாவின்ன தோட்ட மக்களின் சுகாதாரத் தேவைகளைக் கருத்திற்கொண்டு முகாம் பராமரிப்பு நடவடிக்கைகளை மேற்கொள்வதற்கு தேவையான கிருமி நாசினி மற்றும் சுகாதார பாவனை பொருட்கள் பெற்று கொடுக்கப்பட்டது.
- தற்காலிக இடைத்தங்கல் முகாம்களில் தங்கியிருந்த மக்களுக்கான அத்தியாவசிய உதவிகள் வழங்கி வைக்கப்பட்டன.
- முகாம்களில் தங்கியிருந்த மிகவும் பாதிக்கப்பட்ட 80 குடும்பங்களுக்கு அவசியமான உலர் உணவுப் பொதிகள் வழங்கி வைக்கப்பட்டன.
- குடும்பம் ஒன்றின் களிமண் வீடு முற்றாக சேதமடைந்த நிலையில் மண்முனை மேற்கு பிரதேச செயலகத்தினூடாக கிடைக்கப்பெற்ற கோரிக்கைக்கமைவாக எமது விவேகானந்த சமுதாய அறக்கட்டளையினால் தற்காலிக வதிவிடம் ஒன்று அமைத்துக் கொடுக்கப்பட்டது.
- ”மாணவர்களின் மாற்றத்திற்கான வலுவூட்டல்” எனும் திட்டத்தினூடாக உள்வாங்கப்பட்டு மாதாந்த ஊக்குவிப்புத்தொகை பெற்றுக்கொள்ளும் மாணவி ஒருவருக்கு அனர்த்தத்தை முன்னிட்டு உதவித்தொகை வழங்கி வைக்கப்பட்டது.
- பதுளை மாவட்டத்தில் ஊரி கிராமத்தில் கடந்த டித்வா புயலால் பாதிக்கப்பட்டு முகாம்களில் தங்கியுள்ள 63 குடும்பங்களுக்கு தைப்பொங்கல் தினத்தினை முன்னிட்டு அவர்களுக்கான பொங்கல் பானை மற்றும் அதற்கான பொருட்களும் வழங்கப்பட்டது.
இவற்றிற்கு மேலதிகமாக மலையகத்தில் அனர்த்தினால் பாதிக்கப்பட்ட மக்களுக்கு நிவாரணத்திற்கு பின்னர் மறுவாழ்விற்கான செயற்பாடுகளை முன்னெடுக்கின்றோம். அதன் ஒரு கட்டமாக பாதிக்கப்பட்ட மாணவர்களை மையப்படுத்தி அவர்களின் தேவைப்பாடுகளைக் கருத்திற்கொண்டு அவர்களுடனான கலந்துரையாடல் மேற்கொள்ளப்பட்டது.
அடுத்த கட்டமாக, உளவியல் முதலுதவி மற்றும் பாதிக்கப்பட்ட குடும்பங்களில் உள்ள மாணவர்கள் மற்றும் பல்கலைக்கழக மாணவர்களுக்கான மாதாந்த ஊக்குவிப்புத்தொகை வழங்கும் செயற்பாடு – குறிப்பாக பல்கலைக்கழக மாணவர்களுக்கு உளவியல் முதலுதவியுடன் மிகவும் பாதிப்படைந்த மலையக மாணவர்களை தெரிவு செய்து அவர்களிற்கு மாதம் ஒன்றுக்கு ரூபா.7000 வீதம் ஒரு வருடத்திற்கான உதவித்தொகை (ரூபா.84000) அவர்களின் மாதாந்த செலவுகளுக்கு கடந்த 5 மாதங்களாக வழங்கி வருகின்றோம்.
இந்த சூழ்நிலையில் அண்மையில் பதுளை மாவட்டத்திற்கு நாம் மேற்கொண்ட களப்பயணத்தில், சென்/ஜேம்ஸ் தமிழ் மகா வித்தியாலயம் மற்றும் ப/சௌதம் தமிழ் மகாவித்தியாலயம், தெமோதொரை ஆகிய தோட்டப்புற பாடசாலைகளில் மாணவர்களிற்கான வாழ்வியலும் வழிகாட்டலும் செயற்பாடுகள் அத்தோடு ஆசிரியர்களின் வாண்மை விருத்தியாக மாணவர்களை உணர்ந்துகொள்வதற்கான வாழ்வியல் பயிற்சி முறைகள் பற்றிய அறிமுகம் போன்ற பயிற்சிகளையும், டுன்னெடுத்ததோடு அங்குள்ள 40 தோட்டப்புற மாணவர்களிற்கான கற்றல் உபகரணங்களையும் எமது அறக்கட்டளை உறவுகளின் உதவியுடன் வழங்கிவைத்தோம்..
இந்த செயற்பாடுகளில் இருந்து தற்போதைய சூழ்நிலைகளை நேரடியாகக் கண்டு அதிர்ச்சியடைந்தோம்.
களத்தில் நாம் கண்ட மாணவர்களின் தற்போதைய நிலை –
- பெற்றோரின் பிரிவும் வறுமையும் : குடும்ப வறுமை காரணமாக பலரது தாய்மார் கொழும்புக்கோ அல்லது வெளிநாடுகளுக்கோ வேலைக்குச் சென்றுவிட்டனர். இதனால் முறையான கவனிப்பும் அன்பும் இன்றி பிள்ளைகள் தனித்துவிடப்பட்டுள்ளனர்.
- தீவிர மனஅழுத்தம் மற்றும் கோபம் : இந்தத் தனிமையும் ஏழ்மையும் மாணவர்களிடையே கடுமையான மனஅழுத்தத்தையும், தீராத கோபத்தையும், கற்றலில் பெரும் ஆர்வமின்மையையும் ஏற்படுத்தியுள்ளது.
- சிறுவயதுத் திருமணங்கள்: சரியான வழிகாட்டல் இல்லாததால், மிகச் சிறிய வயதிலேயே காதல் வயப்படுவதும், பாடசாலைக் கல்வியை பாதியிலேயே நிறுத்திவிட்டு சிறுவயதுத் திருமணங்கள் செய்துகொள்ளும் அவலமும் அதிகரித்து வருகிறது.
- மொழித் தடை : இதையெல்லாம் தாண்டி அவர்கள் ஏதோ ஒரு தொழிலைக் கற்க நினைத்தாலும், அங்குள்ள தொழிற்பயிற்சி நிலையங்களில் (TVEC) தமிழ் மொழி மூலம் பயிற்சிகள் இல்லை, அனைத்தும் சிங்கள மொழியிலேயே நடைபெறுகின்றன.
இவ்வாறாக பின்தங்கிய நிலையில் காணப்பட்ட தோட்டப்புற மாணவர்களின் நிலைமைகளில் டித்வா புயல் மற்றும் நாட்டின் பொருளாதார பின்னடைவுகள் என்பவையும் இந்த பாதிப்பினை மேலும் தக்க வைக்கின்றதாகவே உணர்கின்றோம்.
ஆகையால் எம்மாலியன்ற மறுவாழ்விற்கான செயற்பாடுகளை முன்னெடுப்பதன் மூலம் அவர்களது பாரிய பிரச்சினைகளுக்கான உடனடித் தீர்வுகளை எம்மால் வழங்க முடியாதெனினும் அவற்றை எதிர்கொள்வதற்கான வழிமுறைகளையும் அதற்கான உளவலிமையையும் ஏற்படுத்திக் கொடுக்க முடியும் . அந்த வகையில் தற்போது நடைமுறைப்படுத்தப்பட்டுக்கொண்டிருக்கும் செயற்பாடுகளுடன் எதிர்காலத்தில் எம்மாலான சமூகப்பணியினை எமது நன்கொடை உறவுகளின் உதவியுடன் மேற்கொள்ள திட்டமிட்டு வருகின்றோம்.
- பாடசாலை மாணவர்களின் மனநிலையில் மாற்றமொன்றை ஏற்படுத்தும் வகையிலான வாழ்வியல் மற்றும் வழிகாட்டல் பயிற்சிகள்
- ஆசிரியர்களின் வாண்மை விருத்தி மற்றம் மாணவர்களை கையாளுவதற்கான செயற்பாடுகளுக்கான செயலமர்வுகள்
- தேவைப்பாடுடைய குடும்பங்களைச் சேர்ந்த மாணவர்களுக்கான கற்றல் உபகரணங்கள்
- டித்வா புயலினால் பாதிக்கப்பட்ட பல்கலைக்கழக மற்றும் பாடசாலை மாணவர்களுக்கான மாதாந்த ஊக்குவிப்புத்தொகை வழங்குதல்
அவற்றுக்கு மேலதிகமாக எதிர்காலத்தில் சமூக மாற்றத்திற்கான வலுவூட்டலுக்கான செயற்பாடாக தேவைக்கேற்ப சமுதாயக்கல்லூரிகளை அமைத்து பாடசாலையை விட்டு இடைவிலகிய மாணவர்கள், வறுமைக்கோட்டின் கீழ் வாழும் இளைஞர் யுவதிகள் என தேவைப்பாடுடைய அனைவருக்கும் எம்மாலியன்ற செயற்பாடுகளை மேற்கொள்ளவிருக்கின்றோம்.
எனவே இச்செயற்பாட்டிற்காக எம்முடன் இணைந்து செயற்படுவதன் மூலம் யாரேனும் ஒருவரின் வாழ்வில் ஏதேனும் ஒரு மாற்றம் ஏற்படுவதற்கு நீங்களும் காரணமாக அமையலாம்.

Community Rehabilitation Service – A Compilation
Following the impact of Cyclone Dithva, we carried out several rehabilitation and relief initiatives for the affected hill country communities with the contribution of our diaspora donors through the Vivekananda Community Foundation in collaboration with Vivekananda College of Technology. The activities carried out included:
- Distribution of learning materials for students.
- Provision of sanitary products and undergarments for women.
- Supplying disinfectants and hygiene products required for maintaining temporary camps established for the flood and landslide affected families from Ella and Navinna estates.
- Distribution of essential relief items to people staying in temporary camps.
- Providing dry ration packs to 80 severely affected families residing in camps.
- Construction of a temporary shelter for a family whose clay house was completely destroyed, based on a request received through the Manmunai West Divisional Secretariat.
- Providing financial assistance to a student enrolled under the “Empowerment for Student Transformation” project, who was already receiving a monthly incentive allowance.
- On the occasion of Thai Pongal, Pongal pots and related items were distributed to 63 affected families staying in camps in Oori village, Badulla District.
In addition to these relief activities, we are currently carrying out rehabilitation-oriented initiatives for the disaster-affected hill country communities. As part of this effort, discussions were conducted with affected students to understand their needs and current challenges.
As the next phase, we are implementing psychological first aid programmes and monthly incentive assistance for school and university students from affected families. In particular, university students who were severely affected are being selected and provided with psychological first aid support along with a monthly allowance of Rs. 7,000 for one year (Rs. 84,000 in total) to support their monthly expenses. This assistance has already been provided continuously for the past five months.
During a recent field visit to Badulla District, we conducted life skills and guidance programmes for students at St. James Tamil Maha Vidyalayam and B/Southam Tamil Maha Vidyalayam, Demodara, both estate sector schools. We also conducted teacher capacity development sessions focusing on understanding students and introducing practical life-skills-based teaching methods. In addition, learning materials were distributed to 40 estate sector students with the support of our foundation donors.
Through these field visits and activities, we were deeply shocked by the current conditions faced by the students. The realities observed on the ground include:
- Parental separation and poverty:
Due to severe poverty, many mothers have migrated to Colombo or overseas for employment. As a result, children are left without proper care, affection, and guidance. - Severe mental stress and anger:
This loneliness and economic hardship have caused intense psychological stress, unresolved anger, and a lack of interest in education among students. - Child marriages:
Due to the absence of proper guidance and supervision, early romantic relationships and school dropouts leading to child marriages are increasingly common. - Language barriers:
Even when students wish to learn vocational skills, most vocational training centres (TVEC) conduct their programmes only in Sinhala, with no opportunities available through the Tamil language.
We strongly feel that the impact of Cyclone Dithva and the country’s economic crisis have further intensified the already vulnerable conditions faced by estate sector students.
Although we may not be able to provide immediate solutions to all their major problems through our rehabilitation initiatives, we believe we can help create pathways for them to face these challenges with confidence, resilience, and psychological strength. Therefore, together with the programmes currently being implemented, we are planning to continue and expand our social service activities in the future with the support of our donors and well-wishers.
Future planned initiatives include:
- Life skills and guidance programmes aimed at creating positive changes in the mindset of school students.
- Capacity-building workshops for teachers on student engagement and student handling approaches.
- Distribution of learning materials for students from underprivileged families.
- Monthly incentive allowances for university and school students affected by Cyclone Dithva.
In addition to these, as a long-term social empowerment initiative, we are also planning to establish community colleges based on the needs of the communities. Through these centres, we aim to support school dropouts, economically disadvantaged youth, and other vulnerable groups through sustainable educational and empowerment programmes.
